The constant evolution of the biological sciences has led to significant advances in the field of medicine. However, such advances simultaneously increase the biological threat because they can be used to further develop biological weapons.
Also, the lack of national and global monitoring and guidance or frameworks for managing dual use research and technologies magnifies the issue, such as DNA shuffling and directed evolution; synthetic biology; and RNA interference.
